The Ministry of Health and family welfare (MoHFW) has been supporting NGO involvement in health and family welfare activities, including the reproductive Health programme since the early 1980s. Several schemes over the last two decades have supported technical and managerial strengthening of NGOs through a verity of mechanisms.

Several assessments have demonstrated that a significant number of NGOs participating in the Mother NGO scheme lacked technical and programmatic capacity in implementing RCH interventions. To fill this gape, the Government of India in the Ministry of Health and family welfare has decided to establish institutions to be known as “Regional Resource Centres (RRC)”, with financial assistance from the UNFPA. The Department of Family Welfare will be responsible for the overall management of the scheme.


The objectives of the RRC scheme is to provide assistance and support for a range of programme management and technical intervention areas to the State NGO committee, Mother NGOs (MNGOs)/ Field NGOs (FNGOs), and Service NGOs (SNGOs). Capacity building of MNGOs/FNGOs/SNGOs will be provided

  • Through support for project development, training in programme and technical areas dissemination of relevant training and communication material.
  • By creating and facilitating access to a data base of technical and human resources relevant to family planning and RCH intervations.
  • By conducting periodic field visits for technical assistance and training needs assessments, and follow up of effectiveness of inputs.
  • By providing a platform for advocacy to facilitate GO-NGO networking.
  • Also provide inputs to GOI to enable policy modification/formulation for NGO programmes.

Roles and responsibilities of RRCs:

Primary Responsibility: The primary responsibility of RRC would be provision of technical assistance for capacity building of all stakeholders under the NGO schemes of Department of Family Welfare.

Administrative responsibilities:

  • As members of the State and District level RRC societies, to participate in field appraisals, selection and sanctioning of the MNGOs/SNGOs projects.
  • Facilitate MNGOs’ liaison with State Governments.
  • Coordinate with best Practice Centres (BPC) the specialized institutions/NGOs to provide technical resources in particular fields like Adolescent Health, Gender issue Exclusive Breast Feeding etc (Annexure I)

Support to State NGO committee:

  • Conduct field appraisal of short listed MNGOs/ SNGOs in each state and submit report to State NGO Committee.
  • Conduct/participation field visits and assist in review of periodic progress reports to assess effectiveness of technical support and training inputs.
  • Analyze evaluation reports of MNGOs/SNGOs should submitted by evaluation agencies and modify technical assistance plans as required.

Direct Support to MNGOs/SNGOs and other stakeholders:

  • Support MNGOs/ SNGOs to develop detailed projects according to specified guidelines.
  • Support MNGOs/SNGO to develop training and technical assistance plans based on participatory needs assessments.
  • Strengthen MNGO/SNGO/FNGO skills to asses community needs and enhance community participation.
  • Conduct training workshops on a range of organizational, management and technical issues to increase effectiveness of MNGOs and SNGOs.
  • Facilitate MNGOs to enable transfer of skills and knowledge of FNGOs through workshops, dissemination of relevant training and technical materials.
  • Document and disseminate successful approaches, innovations and creative strategies in RCH services delivery and community mobilization processes.
  • Enable MNGOs/SNGOs to study best practices for particular interventions through exposure and demonstration visits to Best practice centres/project Areas
  • Conduct quarterly experience sharing meeting of stakeholders.
  • Facilitate networking and sharing of experiences and lessons learned between MNGOs, SNGOs, FNGOs, State NGO coordinators and State governments
